A workflow project is an access object that represents a set of the following data:

Only a user with the Workflow Designer role can create this access object.

To save the changes to the project data and to publish it, you should click on the "Publish" button. As a result, the project will disappear from the "My Projects" list:At the moment of publishing, the project changes its status and becomes a published workflow.
