The action calculates the value in the selected cell using a formula. Formulas in English are used by default. See the names of functions on the official website: https://support.office.com/en-gb/article/excel-functions-by-category-5f91f4e9-7b42-46d2-9bd1-63f26a86c0eb. To use the local (in our case Russian) language you should make a mark in the "Local language" field.
